NOTICE OF PUBLIC HEARING
GREAT BASIN UNIFIED AIR POLLUTION CONTROL DISTRICT
REVIEW OF 2007-2008 ORDER ASSESSING LADWP MITIGATION FEES
The Governing Board of the Great Basin Unified Air Pollution Control District will conduct a
public hearing for the purpose of reviewing a proposed order (budget) authorized by
California Health & Safety Code Section 42316 requiring the City of Los Angeles to pay fees
to the District to fund air quality mitigation measure development and other costs, and fixing
the amount of those fees. These fees constitute the assessment for the 2007-2008 fiscal year
and are based on an estimate of the District’s actual costs associated with air quality
mitigation measure development and related air quality analysis. A description of the
proposed fee assessment order (budget) is available for inspection at the District office at the
address shown below. The order (budget) will not be adopted at the same meeting during
which this public hearing is conducted. Rather, the Governing Board will consider adoption at
its next regular meeting, tentatively schedule during May 2007.
The public hearing will be conducted at a regular meeting of the District Governing Board to be held at 10:30 a.m. on Monday, March 19, 2007, in the Town of Mammoth Lakes Council Chambers, 437 Old Mammoth Road, Suite Z (Minaret Shopping Center), Mammoth Lakes, California, 93546. The public hearing to review the proposed fee order (budget) is set for 10:35 a.m. Written comments are invited, and should be addressed to Theodore D. Schade, Air Pollution Control Officer, Great Basin Unified Air Pollution Control District, 157 Short Street, Bishop, CA 93514. Written comments received by the close of business Monday, March 5, 2007, will be included in the staff report sent to the Governing Board members. public hearing for the purpose of reviewing the District’s annual budget for the 2007-2008 fiscal
year and providing the public with an opportunity to comment on the proposed budget. The
District has prepared a summary of its proposed annual budget for the 2007-2008 fiscal year,
including a schedule of fees to be imposed by the District to fund its programs. A copy of that
summary and supporting documents is available for inspection at the District office at the
address shown below. The FY 2007-08 District budget includes a previously adopted increase of
its permit renewal fees by fifteen percent. The budget will not be adopted at the same meeting
during which this public hearing is conducted. Rather, the Governing Board will consider
adoption of the budget at its next regular meeting, tentatively scheduled during May.

PERMIT TO OPERATE A SOIL VAPOR EXTRACTION SYSTEM TO REMOVE PETROLEUM HYDROCARBONS FROM SOIL AND GROUNDWATER AT THE FORMER SHELL GASOLINE SERVICE STATION, BISHOP, CALIFORNIA
The Great Basin Unified Air Pollution Control District is considering granting a Permit to Operate for a Soil Vapor Extraction (SVE) system at the former site of Bishop Shell Station, 487 North Main Street, Bishop (north of Jack's Waffle Shop). Under the provisions of California Health and Safety Code Section 42301.6 (b), prior to approving a Permit to Operate for a source which may emit air toxic contaminants within 1000 feet of the outer boundary of a school, the Air Pollution Control District must notify the general public and parents of all children attending the school. The air pollution control equipment is located approximately 1000 feet east of Bishop Union High School.
Lahontan Water Quality Control Board has directed the facility to clean-up the migration of petroleum hydrocarbon contamination from beneath the property. Greater than 99% of the petroleum vapors removed by the SVE system and Solleco Thermal Oxidizer is converted to carbon dioxide and water. Since the gasoline contaminated soil contains toxic substances, before beginning the clean up effort, Vestech, LLC is required to submit a detailed application and pollution control plan.The application indicates that toxic air contaminates will be below detection limits and poses an insignificant risk to the public.
