NOTICE OF PUBLIC HEARING
REVISIONS TO DISTRICT RULES 401 & 431

The Governing Board of the Great Basin Unified Air Pollution Control District will conduct a public hearing to consider adoption of proposed revisions to District Rule 401 (Fugitive Dust) and Rule 431 (Particulate Emissions). The hearing will be conducted at a regular meeting of the District Governing Board to be held at 9:30 a.m. on Monday, December 4, 2006, at the Board of Supervisors Room, Inyo County Administrative Center, 224 North Edwards Street, Independence, California 93526. The public hearing on the rule revisions is set for 10:05 a.m.

The proposed rule revisions are intended to comply with California Health & Safety Code §39614 to reduce particulate matter to bring the District into compliance with State and federal ambient air quality standards for PM10 and PM2.5. Revisions to Rule 401 are proposed to reduce fugitive dust emissions from unpaved roadways and from wind blown dust at Owens Lake. Revisions to Rule 431 are proposed to reduce fugitive dust from paved roads and to reduce residential wood combustion emissions in areas meeting specified conditions. The revisions are effective upon adoption.

The District has prepared the staff report and written analysis of the proposed rule revisions required by California Health and Safety Code Section 40727.2. A Notice of Exemption will be prepared under the California Environmental Quality Act in connection with the proposed rule revisions.

Copies of the proposed rule revisions and supporting documents may be obtained from and will be available for public review at the Great Basin Unified Air Pollution Control (GBUAPCD) office at 157 Short Street, Bishop, California. Written comments on these rule revisions should be sent to Theodore D. Schade, Air Pollution Control Officer, GBUAPCD, 157 Short Street, Bishop, CA 93514. Written comments received by 5:00 pm on Thursday, November 2, 2006, will be included in the staff report sent to the Governing Board members. Oral and written comments will also be taken at the meeting.
